Buying Into Windsor In 2026: The Transitional Window Most Barrier Island Buyers Miss

There is a specific moment in a master-planned community's life that rewards the buyer who reads it correctly and quietly penalizes the one who doesn't. Windsor is inside that moment right now. North Village, the 47-acre final phase along the Indian River Lagoon, is already more than 60 percent sold, and once it closes out, the developer stops being a seller. Every future entry into Windsor's 472 acres runs through the resale market.

That fact reprices the community's existing 350 homesites in ways that a barrier island median on a portal does not show. If you are comparing Windsor to Johns Island or an oceanfront enclave this year, the important number is not the ZIP 32963 median. It is the price the developer is still setting, and how much longer they will be there to set it.

The number a portal won't show you

The barrier island headline for 2026 is that single-family medians in ZIP 32963 hold around $1.3M to $1.5M, with the Reynolds Team reporting a March 2026 median sold price of $1,538,000, an 18 percent jump over February, and active listings down roughly 19 percent year over year. Those are the numbers a buyer arrives with.

Inside Windsor's gate, a different reference point is in play. North Village homesites start at $1.2M for land only, and every home built there must meet Passive House Institute US (Phius) certification, which pushes all-in construction costs meaningfully above a conventional custom build. That floor, set by Windsor Real Estate Inc. under Betsy Hanley, is the anchor comps that will govern resale pricing across the community after the developer exits. Buyers who benchmark against the portal median tend to underwrite Windsor at the wrong number.

What "final phase" actually means

North Village is not marketing language. The 47 acres alongside the lagoon are the last undeveloped ground inside the 472-acre master plan, first laid out by DPZ CoDesign in 1989 and now extended by DPZ with Merrill, Pastor & Michael Architects. When the 34 single-family homesites and six row houses sell through, the developer's role narrows to amenities and stewardship. There is no next phase queued behind it.

When a community's developer stops selling, the marginal seller changes. Owners set price, not a master plan. That transition tends to widen the gap between the best interior lots and the average ones, because the developer's uniform pricing floor is gone.

For a buyer, that has two practical effects. First, waiting a year for "more inventory" is not a viable plan, because the pipeline shrinks rather than grows. Second, resale sellers inside Windsor will increasingly reference North Village comps rather than 32963 comps, which is a very different frame than a Zillow-trained buyer expects.

The amenity clock

The community announced a new suite of health and wellness amenities on November 4, 2025. The pieces do not arrive at the same time, and that timing gap is the second friction most buyers underestimate.

Layer the wellness build onto the existing amenity set, and you can see how the offering shifts. Windsor already carries a Robert Trent Jones Jr. golf course, a Stan Smith Tennis Centre, the full-scale Equestrian Centre with 10.5 miles of trails and a 400-yard polo field, the Croquet Greensward, the Beach Club designed by Jaquelin Robertson with its 25-meter pool and Executive Chef Justin Schreiber's coastal Italian menu on The Veranda, the Clubhouse by Clemens Bruns Schaub with interiors by Yabu Pushelberg, Town Hall by Léon Krier, and The Gallery at Windsor showing works from the George Weston Collection. The 2027 Fitness Centre reframes all of it toward wellness, which is a repositioning event, not a minor addition.

Two Windsors are forming inside one gate

The community is beginning to split into two distinct sub-markets, and a buyer should choose deliberately rather than by headline price:

  • Legacy Windsor. The existing village homes, cottages, and country estates in Anglo-Caribbean style, organized around the Village Centre with its allée of live oaks. Beach Cottages with direct Atlantic access and enclosed courtyards. The dining, gallery, and social heart of the community sits here.
  • North Village. Lakefront and estuary lots on 26.5 acres of parks, greens, and islands with 9.7 acres of water. Sustainability-driven design led by Dept., Edwina von Gal, Beth Dowdle, and Farr Associates. Passive House certification required. A more contemporary refinement of the Anglo-Caribbean language.

Both sit inside the same club, but the day-to-day is different. A polo-and-golf household leans one direction. A lagoon-kayak-and-wellness household leans the other. The mistake is treating them as interchangeable inventory.

How the cash market changes your leverage

Indian River County led the entire United States in all-cash home sales at 62.7 percent in 2025, more than double the national average, and inside top-tier gated enclaves that share is reported to run between 65 and 90 percent. That statistic is usually presented as a lifestyle detail. It is actually a leverage story.

In a mostly cash market, financing contingencies do not create the negotiating room a mainland buyer might expect. What creates room instead is quiet inventory. The June 2026 Vero Beach 32963 newspaper reported that one ultraluxury sales team signed 13 new listings totaling more than $250 million in a 65-day window, and five of those were pocket listings, including a $60 million ocean-to-river estate. If you are buying at Windsor's price point, the listings you see online are a portion of the real supply. An agent with access to the pocket-listing conversation is not a nice-to-have. It is the transaction mechanism.

The membership math nobody quotes on a portal

A home purchase at Windsor is two transactions, not one. The residence has a price. The membership has a separate equity contribution, and it is required. As of the most recent published figures from luxury market coverage, Golf Equity membership at Windsor is $200,000 and Social Equity is $100,000, with board approval required. Annual dues sit on top of that.

Underwrite those numbers alongside the amenity clock. A buyer closing in 2026 pays full equity to join a club whose signature wellness building is still 15 months away, then rides through the biennial Windsor Charity Polo Cup cycle (the 2026 event on February 14 raised funds for Childcare Resources of Indian River, Crossover Mission, and the Environmental Learning Center, with PNC Bank returning for its fourth turn as presenting sponsor). The polo, the equestrian program under Director Max Secunda, and the gallery calendar are the usable, day-one value of that equity. The Fitness Centre is the future value. Splitting them out on paper changes how the total check feels.

A few questions buyers actually ask

If North Village is already 60 percent sold, is the window closed? Not yet. There are still homesites and row houses available at published starting prices from $1.2M, and the community is taking inquiries directly through Windsor Real Estate at (772) 388-8400. What is closing is the developer's role as a price-setter. Once the last lots move, the reference shifts to resale.

Should I wait for a resale to appear in Legacy Windsor instead? That depends on what you actually want. Interior village homes and cottages come to market irregularly, and the barrier island's April 2026 inventory drop of roughly 19 percent year over year applies here too. Beach Cottages with direct oceanfront are the tightest supply category on the island. Waiting is a real strategy, but it is not a cheap one, because you are competing with cash buyers on limited float.

Does the Phius requirement in North Village apply to Legacy Windsor renovations? No. The Passive House certification requirement is specific to North Village new construction. Renovations elsewhere in Windsor follow the community's existing architectural review process for the Anglo-Caribbean language established by Scott Merrill and DPZ.

Is the Fitness and Wellness Centre worth waiting for? It is the first building rising in North Village and is expected to complete in late 2027, with a light-filled cardio studio designed by Merrill, Pastor & Michael Architects. Whether it is worth timing your purchase around depends on how central wellness programming is to your household. For an equestrian, golf, or polo-first buyer, it is a bonus. For a wellness-first buyer, it is the amenity that just rewrote the community.
